The copper abandonment process revised to align with best practice

The best practice recommendations that resulted from the 2016 abandonment trial have been approved by the Telecommunications Forum (TCF) Abandonment Working Party and as a result a revised copper abandonment process will launch on Monday 02 July 2018. 

The changes to the process are focused on providing better outcomes for customers, clearer communication and improved customer service. To achieve this we have improved compliance for all stakeholders and improved productivity through clarity of each step of the process. 
For the end users moving into premises where the existing service does not have a clearing order, better outcomes will be provided. Copper Abandonment process behaviour requirements will be incorporated into the TCF Working Party Abandonment code that is still under action.
This means you will receive clear communication if the identified service is available for your customers. 

What’s changing

Agreed Copper Abandonment request and response time 

  • Where the customer has already moved in: 
    - Losing Service Provider (LSP) has 1 business day to respond

  • Is where the customer has not moved in yet:
    - Gaining Service Provider (GSP) request can be sent 4 or 5 business days prior to RFS date 
    - Losing Service Provider (LSP) 3 Business days to respond

New Rejection Codes by Losing Service Provider (LSP) 
LSP rejection codes that are mandatory to be provided when a rejection is made. This will enable transparency between all parties.

Revised Email Templates
It is required that the use of emails will continue as there is no alternative system at this stage.
Introducing new email templates is expected to improve compliance for all stake holders, and improve productivity through clarity of each step of the process.
The new email templates will be provided closer to the time.
