Confirming 1 July 2019 NGA Price Changes

In November 2018 we announced proposed pricing changes to take effect from 1 July 2019 and proposed a consultation framework we would use to engage with you on those pricing changes. We sought feedback from you about both the consultation framework and the proposed pricing changes themselves.

What’s changing

We received a limited amount of feedback from retail service providers during our extended consultation period:

  • from three RSPs between November 2018 and March 2019; and
  • one additional RSP between 6th and 20th March 2019.

The feedback summary for this consultation has been updated to reflect the additional feedback we have received since 6 March 2019 and can be found below.

After carefully considering all feedback received, we have decided to proceed with the NGA price changes summarised in the table below.

We’ve explained why these changes are necessary in the earlier update.  Broadly, there has been a dramatic surge in fibre demand at a level far higher than originally anticipated and we’ve had to bring forward our investment in infrastructure to meet this demand.  As a result we need to rebalance our portfolio pricing in order to generate a return on that investment.

In particular:

  • the Fibre Max plan price path through to July 2020 provides retail service providers increased certainty, which in turn facilitates increased adoption of this plan. Chorus will continue to promote faster fibre plans (including Fibre Max) using market incentive offers.  We will review our pricing of the Fibre Max plan once demand becomes clearer; and
  • the proposed pricing increase for the 100/20 fibre plan is appropriate given the need to rebalance our portfolio pricing (and in light of the Fibre Max price decreases).

Taking into account the feedback received and the impact of the drivers we identified for the proposed changes, we consider that - on balance - the proposed pricing changes are appropriate.
