$160,000 available in newly created Market Development Fund

We’ve had a number of requests for funding and marketing support over the last six months and our intention is to create a long-term funding programme to help support our service provider community get more Kiwis onto New Zealand’s best broadband on our network.

We’re treating this initial opportunity as a ‘soft launch’ and will be asking for feedback to help inform our ongoing programme which is set to officially launch in June 2018.

Funding available

We have a total of $160,000 available to support direct-to-consumer marketing activities that are in market between 12 February and 31 May 2018 and focussed on moving consumers to fibre on our network. This funding will be accessible via application across two initial funding rounds in February and March. Our first funding application round will start on 12 February 2018.

  • We will only support specific marketing activities - direct mail printing, direct mailing/delivery and the engagement of door to door marketing staff.
  • We will provide contributions from the fund on a ‘dollar for dollar’ basis only.
  • Applications must be for $20,000 or less.
  • Applications must be for marketing activity to addresses on the eligible address list provided by us.
  • You can only apply to the fund once over the initial funding period (covering two application rounds).
  • In certain circumstances, we will need to assess applications made in the initial funding rounds. Where this is the case, we will do so against the criteria relevant to the specific objectives for these initial funding rounds and as set out in the full terms.

We will be conducting two initial funding rounds to cater for those that have plans in place and can process an application quickly as well as those that may need more time to plan.

Funded activity

We will be publishing a list of Eligible Addresses on or about 9 February. These addresses will include:

  1. Offnet addresses - addresses which are not connected to our network;
  2. UFB2 addresses - addresses which are connected to our network and located in UFB2 areas where there is the first opportunity for consumers to move to fibre;
  3. Targeted copper addresses- addresses which have active copper connections on our network that are not getting the same reliability as the rest of the network and where there is fibre available; and
  4. Fibre available addresses- addresses which are connected to our network where fibre is available and there is currently no ONT installed at that address.

Fibre opportunity target lists for direct marketing & door knocking:

We have created these lists specifically for marketing purposes, with a master list of the broad national fibre opportunity for residential and lifestyle addresses and three subset lists highlighting key opportunities for targeting. The master list can be filtered by these opportunities, whilst the subset lists include only the relevant addresses for the target. You can use any of these lists when submitting your application, we have broken these out for your convenience.

334,303 This list identifies fibre ready residential and lifestyle addresses that do not currently have an ONT installed, ensuring you’re only targeting customers that don’t already have a fibre connection (this is the key difference to the ‘fibre passed’ list that is regularly published). There are columns in this list that identify addresses that are on the off-net, UFB2 or targeted copper address lists.

Offnet addresses
158,281 Addresses that can get fibre and don’t have a current connection on the Chorus network.
Subset list:
UFB2 addresses
1,499 Addresses across the country where UFB2 build has started. Some areas have a small number of addresses which would make them better candidates for DM, while some have larger volumes making them better suited to door knocking activities.

Targeted copper addresses (Hotspots)
72,066 Addresses which may not be getting the same reliability as the rest of the copper network. We looked at the cabinets to which these addresses are connect and have included in the list all addresses connected to those cabinets. While the reliability issues do not necessarily relate to all addresses on each cabinet, fibre is available and we would like to support upgrades to fibre on these cabinets.

To make it easier for you to view this data and identify areas you want to target we have loaded all addresses on a separate tab within the Chorus Coverage Maps.

Tip for using this data:

  • The data includes some addresses located within Greenfield areas. We suggest using the Satellite Map view [the S in the tools bars on the right hand side of the screen] to ensure the area you intend to target has dwellings.

To apply

To apply for funds, you need to:

  • Read and acknowledge the full terms and conditions by signing and returning the participation letter.
  • Fill in the application form outlining the activity you are undertaking.
    • Supply the list of addresses you are targeting (cut down from the published list).
    • Provide estimates of the costs to you in completing the activity.

If your application is successful you will be required to provide a post-analysis report within four weeks of your campaign completion. The template of the report is set out in the full terms.
