Consultation feedback: Chorus business fibre incentives

In February 2023, we consulted with you on our business fibre incentives. Thank you to everyone who took the time to respond to our request for feedback, especially during the busy period reconnecting those affected by the recent weather events.

Feedback summary:

  1. Close to every respondent said that they used the CHOICE (FY23 business incentive) offer in their business commercially.
    • The reasons given for this were:
      • The incentives provide extra funding for sales efforts
      • The programme offers value and influences the decisions on customer upsell and acquisition, leading to more effort to get customers onto business fibre, and to encourage them towards higher speed plans
      • Credits are used to encourage customers to upgrade or offset costs
      • One respondent only used the credits for a particular business product
      • A small percentage said that they only use the incentives when they align to their business strategy
  2. Most respondents said that the business incentives helped a little bit or that it was a key factor in their approach. One commented that they intended to use them but didn't really, and another sole respondent said that the incentives were not at all helpful for their business.
  3. In terms of our question on what would have encouraged you to more fully utilise the offers in your business, most responses indicated that the RSP had used the offer as well as they could have - but some suggestions were that the payment could be made in the same month as the connection to improve cashflow, and that incentives should apply to all Chorus services, not just a select few. There was a specific mention that a greater reward would be better for moving business customers from copper to business fibre.
  4. All but one of the respondents said that it was easy to use the CHOICE offer, and everyone replied that the CHOICE offer (FY23) was better or the same as the previous business incentives from Chorus (FY23 Advantage offers).
  5. In terms of ideas for the future, almost all respondents said that they thought the idea of “simpler rules” would be helpful.
  6. About two thirds of respondents did not think that “Partner benefits with subsidised IT technology” would be helpful – although a quarter said that it would be helpful (and the remainder did not respond).
  7. Less than half of respondents liked the idea of an “additional credit offer for direct marketing to business customers on residential fibre connections”.
  8. Three quarters of respondents did not like the idea of “credits increase based on ratio/ products sold”.

All respondents asked to remain anonymous for the industry feedback, and we were pleased to have good engagement from those who did respond within the consultation period.

Next steps

We are finalising the FY24 business incentives with respect to industry feedback and we hope to make an announcement on the agreed offer structure by the end of May.
