Reviewing how we provide copper broadband
Under the UBA STD General Terms we are required to undertake a review of the UBA Operations Manual every two years. The next review must be started by the 16th December.
It ensure a thorough and collaborative review, we've established a Telecommunications Forum (TCF) working party to participate in the review. Our first meeting will be held on the 4th December 2017 and we encourage you to provide any feedback or raise an items with your representative prior to this date so that they can share these at this meeting.
Following the full review process we will notify all of our customers of any proposed changes to the UBA STD Operations Manual that arise.
Background
In March 2017 the Commission completed a review of the UBA STD under section 30R of the Telecommunications Act 2001 (Act), which focused on non-price terms of the UBA STD to ensure that the UBA service was still ‘fit for purpose’. The Commission’s final determination can be found here .
The Commission notes, “Given the complexity of operating systems, in our view, the industry is best placed to discuss potential changes through the clause 9 process.” The Commission has however included an additional reporting requirement to clause 9, providing more transparency of Chorus’ review process.
What’s changing
Chorus, with the assistance of the TCF, will follow the process set out in Clause 9 of UBA STD General Terms. We will provide a report to the Commission and access seekers summarising the results of the review at the end of the process.
If as a result of the review we proposes changes to the Operations Manual, Chorus will submit the following documentation to the Commission:
- An updated version of the UBA Operations Manual containing the proposed change/s;
- The reasons for the proposed change/s; and
- Information on which parties agree or disagree with the proposed change;
It should also be noted that the UBA Service Description and General Terms including pricing and service levels are out of scope for this review.
