Multiple Primary Offers on a Single ONT

What’s happening

NGA currently supports a maximum of one primary bitstream offer per ONT. We have received a number of requests from Service Providers who want a nationally consistent service that allows a new primary offer to be added to an ONT before the old one is removed, to provide a much better customer experience during upgrades, with abandonment and similar scenarios.

We have introduced a workaround for this limitation, until such time as a more elegant solution can be provided. You can add a second primary bitstream offer by an ONT by using an Add Secondary Offer service request following by a Change Plan service request to change it to a primary offer.

 

What’s the detail


NGA supports two kinds of offers:

  • Primary offers, which usually include a bitstream and an optional ATA Voice service. Currently there must be one, and only one, primary offer per ONT.
  • Secondary offers, which take advantage of the ONT’s spare ports to support additional bitstream or ATA Voice services at the site.

We have received multiple requests to make NGA more flexible and nationally consistent service. In particular, Service Providers would like Chorus to provide the ability they have with other LFCs that enables them to get a second primary offer-based service up and running before removing the old service. This is simpler operationally and technically than using secondary offers, and provides a better experience for customers.

 

We have successfully tested a workaround that allows you to do this, as follows:

  • You request a secondary offer to be added to the ONT;
  • Once this order has been completed (normally 4 hours later), you submit a change plan request to change this offer to a primary;

Note that if there are insufficient spare ports, UNI or ATA, to support the primary offer then this change plan request will fail.

 

The purpose of this workaround is not to change the NGA business rules, but to give you the flexibility to manage these rules yourselves to deliver the customer experience you want. NGA Secondary offers can still be used if preferred.

We are also interested in understanding how you want primary and secondary offers to work going forward and if there are other business rules or constraints that you feel unnecessarily constrain your experience or systems.

Please also note that the intent of this workaround is not to replace all Connect & Replace, Transfer or Additional ONT requests. Currently the industry is discussing these scenarios. This workaround will, however, provide another capability in your toolbox that can be used on a case-by-case basis.

 

This approach does present both opportunities and challenges:

  • Currently most NGA services are delivered to port 1 of the ONT. With this approach, you will need to ensure Customers know which physical port to connect their CPE devices to;
  • If this approach is used for switching Service Providers, the Customer will need to ask the Losing Service Provider to remove their old service, i.e. the Gaining Service Provider will not be able to remove it.

It is important to understand that while this workaround allows you to provide a better experience if used correctly, it could result in a poor experience and drive additional operational costs if used incorrectly. You need to check the ONT prior to using this workaround, to ensure that there are sufficient ports available to complete your request. If there are insufficient ports available, then the Change Offer service request will be rejected. Continued incorrect use of this workaround may result in us withdrawing the workaround, until we can design and built a more robust process with additional checks.

We are interested in understanding how you want primary and secondary offers to work going forward, to give you the flexibility you need to manager your customers’ experience. We would also be interested in understanding if there are other business rules or constraints that you feel unnecessarily constrain your experience or systems.

 

FAQs

Can I still use secondary offers if I want to?

Yes, secondary offers can continue to be requested, provided there are sufficient spare ports and if they meet your business needs.

Why not just duplicate all primary offers as secondary offers? This would be expensive for us to do as it would require proliferation of offer and processes across multiple systems. It would also add complexity to Service Provider IT stacks, operational processes and impact customer experience when changing between primary and secondary offers. Multiple primaries avoids these complexities.
What happens if there are insufficient ports on the ONT for the second Primary offer?

The Change offer request will be acknowledged as capacity is not checked during feasibility. However, the order will subsequently fail when our systems attempt to assign resources and will then be rejected. It is important that you verify there are spare ports available before using this workaround.

Will the initial secondary offer we cancelled if the plan change to second Primary offer fails? No, only the Change offer request will fail when our systems attempt to assign resources. It is important that you then RQ the secondary offer.
Can I use this process if I require a voice service on the second Primary connection?

Yes, but only if there are spare voice ports available on the ONT. As there are a limited number of voice ports on the ONT (two ATA ports on 1st and 2nd generation ONTs and one ATA port on the 3rd generation ONT), it is important to confirm that a spare port is available or else the change service request will be rejected, and your customer will have a poor experience.

How can I tell what ports are free on the ONT? You can check what ports are on use using the Chorus Customer Order Manager (Chorus Portal/B2B), Check Mate or Broadband Availability API. We are looking at enhancing this capability as part of our Multi-CLNE initiative, for which we have consulted with you separately.
Can I upgrade or change the ONT as part of this proces How long after submitting the secondary offer before can I change it to a primary offer?

No, this process cannot be used to change the ONT model. If there are insufficient ports to complete the new primary offer, then the offer will be rejected due to insufficient resources.

How long after submitting the secondary offer before can I change it to a primary offer? The Secondary New Connect service request needs to be completed before you can submit the Change Offer service request. This currently takes four business hours.
Can I submit a Secondary Offer New Connect service request if there is an open order on the existing primary?

Yes, the secondary offer service request is independent of the primary offer service requests. Note if the open order on Primary is a new connect to install the ONT that order needs to complete before the secondary offer service request completes.

How long can I have two primary offers on the ONT?

The aim of this workaround is to provide you with the flexibility and control over how long you have two or more primary offers on the same ONT. This overlap period is entirely up to you.

How many primary offers can I have on the ONT?

Although intended to support a second Primary offer temporarily, this workaround will allow more primary offers as long as there are sufficient ports.

Can I support multiple Gigabit services on an ONT?

We do not recommend you have multiple Gigabit services on the same ONT, unless this is part of transition where only one service is used at one time. This is not the intent of this workaround.

Can I use this workaround for transfers?

This workaround is not recommended for transfers as the customer would need to separately cancel their old connection, i.e. the Gaining Service Provider cannot relinquish the Losing Service Provider connection, which could result in the customer paying for two connections simultaneously.

Can I install a second ONT instead?

Yes. There are some situations where a second ONT may be the preferred option, such as if a service is required in a different physical location within a premises, such as a locked security room, or if multiple voice services are required and there are insufficient ports on the current ONT.
